When Chandra activates dharmasthāna (only possible for Vṛścika lagna) the mother often far out-influences the father.
This is true even when Chandra is in a quiet place such as bhava-12.
To the child, the father is a phantom, appearing in a hazy field of dispersed and nebulous particles.
If Surya is weak, while Chandra is strong, the mother might need to become both father and mother to the child who has Dharmesha-9 in 12. If the mother (child's Chandra) is ill disposed, the child may be raised by negligent, sick, or absent parents.
