the 48-minute muhurta length is strictly theoretical and indeed artificial based on 1 24-hour diva-ratri * day = 30 sections sized 48 minutes each.

Every 48-minute slot is assigned a deity ruler.

In actuality, evenly dividing the 24-hour day by 27 nakshatra would yield 27 periods of 0.8888/hr = 27 sections of 52.8 minutes length.
